These are as fun as Little Monsters. I don't remember seeing them on tv. They were before my time I suppose. Seems like this could take off if they tried it again today, as long as they didn't try to make them hip and trendy.
J Evil and family were on two cartoon episodes I know of, one was a Snagglepuss and the other was Snooper and Blabber. Pretty sure both are on youtube though I'm too lazy to look 'em up... I taped them off Boomerang years ago when I actually still had cable.
Back in the early 60s I remember watching the early syndicated Hanna-Barbera shows like Huckleberry Hound, which were sponsored by Kellogg’s cereals. The Kellogg’s commercials were one minute cartoons produced by H-B. There was one Rice Krispies commercial where Snap, Crackle and Pop end up at a spooky house which just so happens to be the home of Mr. & Mrs. J. Evil Scientist (although I don’t think they had names then). I always felt these creepy characters were H-B’s version of the Addams Family. I had issue #1 of their comic when I was a kid.
